How do I apply for a license from the Bureau of Household Goods and Services (BHGS)?

What is the expected timeframe to receive a license certificate?

After your application, required documents, and payment are received, BHGS generally completes its review within 30 days. If there are no missing documents or grounds for denial, your license may be issued within this time frame.

License certificates are mailed within 4 to 6 weeks, though this may vary depending on your state or country.

What are my options if my application for a license is denied?

You have the right to request a hearing within 60 days of receiving the denial notice. Submit your written request to:

If no request is made within that timeframe, your right to a hearing is waived. You may reapply one year from the denial date.

What happens after I submit a hearing request?

Once your request is received, BHGS forwards your case to the Department of Justice, Office of the Attorney General. They will prepare a Statement of Issues and schedule a hearing. You'll be notified of the date and location.

You may have legal representation at the hearing. A decision will be made after the hearing. If the denial is upheld, you may reapply one year from the effective date of the decision.

Can I include “Inc” or “LLC” in my business name?

Only if your business is officially registered with the California Secretary of State as a corporation or limited liability company. Using terms like "Incorporated," "Inc," "Limited Liability Company," or "LLC" in your business name without proper registration is prohibited under BPC §17910.5
