Home Furnishings & Thermal Insulation

The Bureau of Household Goods and Services (BHGS) enforces the Home Furnishing and Thermal Insulation (HFTI) Rules and Regulations.

BHGS issues licenses to importers, manufacturers, wholesalers, furniture and bedding retailers, supply dealers, custom upholsterers, sanitizers, and thermal insulation manufacturers that produce or sell:

  • upholstered furniture;
  • bedding products with concealed filling—such as mattresses, pillows, comforters, and mattress pads;
  • filling materials—such as cotton batting, polyurethane foam, feather, and down; and
  • thermal insulation.

Common HFTI-related complaints received by BHGS include unlicensed businesses, false or misleading advertising, bait and switch, excessive delivery times, and unclean used mattresses.

BHGS does not have the authority to address product quality concerns and cannot force a business to issue a refund.
