Frequently Asked Questions
How do I submit or update a Certificate of Insurance (COI) and/or Surety Bond?
COIs may be submitted by the insurance agent via our contact page or by the licensee through Connect. BHGS only accepts insurance policies that are:
- Written and sold by a California Department of Insurance approved insurer, or
- Written by a non-admitted carrier and sold by a California licensed Surplus Line Broker.
The COI and/or Surety Bond documents will be reviewed to ensure all requirements are met. The Bureau may request additional documentation during this process. Please allow 2-3 weeks for a response.
If I no longer have employees, do I need to update my workers' compensation insurance?
Yes. Log into your Connect account. Go to Manage License, then select Update Insurance and/or Bond Certificates and update the section titled, “Workers Compensation Declaration and Insurance Policy Information.”
How are rates determined?
BHGS publishes an updated "Maximum Rate Tariff" (Max 4) every year.
How do I maintain my license after it's issued?
- Each quarter, you must file a Gross Operating Revenue report (Quarterly Report) with BHGS and pay a percentage of your earnings (either .007 and/or .001, as appropriate). As part of this, you will also need to pay a $15 administrative fee and the appropriate uniform business license tax. These reports can be filed and paid online.
- You must provide information about the vehicles used to conduct business annually. BHGS shares this information with the California Highway Patrol and your insurer, if your accident liability is provided by an insurer. If you do not have insurance for any vehicle listed, you may be fined and/or your license suspended. A second occurrence may lead to license revocation (BPC § 19262).
- You must provide proof of current insurance coverage annually.
What if I'm not using my license?
You may request a voluntary suspension form by contacting us. The completed form must be returned by mail and include a $50 fee. During the voluntary suspension period, you are still required to file quarterly reports and pay the $15 administrative fee.
How do I update my business name, address, or contact information?
To make changes to your business name or address: log into your Connect account, go to Manage License, and select Update Contact Information. You can also complete the Change of Information form and follow the submission instructions. Requests can take up to two weeks to process.
How do I update my business name(s)?
Log in to your Connect account. Go to Manage License, then select Add/Remove DBA Name and upload a certified copy of the Fictitious Business Name Statement and Proof of Publication.
Can I use independent contractors as Household Movers?
You can work with independent movers (called subhaulers) as long as they have their own BHGS-issued license. You will also need to file a $15,000 subhauler bond with the Bureau.
What if I run my business from home and want to keep my address confidential?
Home-based businesses may list a P.O. Box or a commercial mail receiving agency—like a UPS store—as their public mailing address. However, the actual residential location must still be disclosed in the application under “Physical Address.” This physical address will not be made public but will be retained in BHGS internal records.
Can someone else manage communications for my business?
Yes, you may designate a third party to manage licensing-related communications on your behalf: log in to your Connect account, go to Manage License, and select Update Contact Information. You can also fill out the “New Primary Contact or Representative Information” section of the Change of Information form.
